The US military (and Army in particular) have no "clear, overarching policy" to deal with sexual assaults. On the other hand, there is such a policy for dealing with individuals who more than one engage in consensual homosexual activity (under the services' definitions, one need not even go so far as trying to pull a Clinton distinction of "sex"!). Discuss.

If you care about the state of the law, start here — Howard's commentary is far better balanced, better informed, and better considered than any of the media outlets.
